The front cover has an American Flag in red and blue ink on cream paper and reads: "Official Program for Frances E. Willard Day, Oct. 26th 1917, Prepared by J.A. Churchill, Superintendent of Public Instruction". Program consists of a Biography of Mrs. Elizabeth Willard, a Flag Salute, Short Talk, Eulogy (given by students) to included a guide for teacher to perform program of the effects of alcohol and narcotics on the human system; effect ideas numbered 1—27, essays 1—10 (written by pupils), prohibition topics in Oregon, Song (Star Spangled Banner).
