Description 
Robert Service attorney at law, Baker, Oregon, Republican Cndidate for Public Service Commissioner. Probably 1911-1912. His campaign seems to be based on "In 1907, the people of Oregon were deprived of their right to recover excessive freight charges which clearly was a regulation of the people in favor of the railroads." A complete statement is printed on the back of the card.
